Vehicle Miles Traveled, Fuel Economy Efficiency And Costs of Corporate Average Fuel Economy Standard

چکیده

This paper investigates how fuel economy efficiency affects household vehicle mileage traveled and its distribution. Using a detailed micro-level data of National Household Travel Survey 2001 and 2008, we estimated a recursive structural model for joint determination of vehicle fuel efficiency choice and vehicle mileage traveled each year. We further studied the distributional effects on vehicle miles of fuel efficiency using quantile regression. Comparison on results and tests of weak instruments between our method with literature suggest that using choice probabilities as instruments is not valid and our model and choice of instruments gives consistent estimates. Based on estimation results, we compared the mean effects and distributional effect of vehicle fuel efficiency over time and simulate the effect of raising CAFE standard. The Rebound Effect for Passenger Vehicles

Increasingly stringent fuel economy standards will reduce per-mile driving costs and may raise vehicle miles traveled, which is referred to as the rebound effect. All previous estimates impose at least one of three behavioral assumptions: (a) fuel economy is uncorrelated with other vehicle attributes; (b) fuel economy is uncorrelated with attributes of other vehicles owned by the household; and...

Overlapping Strategies for Reducing Carbon Emissions from the Personal Transportation Sector∗

We develop a numerical model to simulate the impacts of overlapping energy policies on carbon emissions in the U.S. personal transportation sector. Consumers in our model demand fuel based on their underlying demand for miles and choices about car fuel economy; firms supply fuel by blending gasoline with corn, sugarcane, and cellulosic ethanol. We find that the current fuel tax, size-based fuel...

New Vehicle Characteristics and the Cost of the Corporate Average Fuel Economy Standard

By 2016, the Corporate Average Fuel Economy (CAFE) standard will increase by 40 percent from its current level, representing the first major increase in the standard since its creation in 1975. Previous analysis of the CAFE standard has focused on its short-run effects (1–2 years), in which vehicle characteristics are held fixed, or its long run effects (10 years or more), when firms can adopt ...

Effect of Fuel Economy on Automobile Safety: A Reexamination

regulated by the corporate average fuel economy (CAFE) standards, established during the energy crises of the 1970s. Calls to increase fuel economy are usually met by a fierce debate on the effectiveness of the CAFE standards and their impact on highway safety. A seminal study of the link between CAFE and traffic fatalities was published by R. W. Crandall and J. D. Graham in 1989. They linked h...
